Luke joined Pact as Basic Caring Communities Service Manager in October 2013, managing a national resettlement project working with prisoners being released from 7 prisons. He went on to oversee Pact’s services supporting the friends and families of prisoners, which included a court project, a national befriending service and a national helpline.

Luke joined Pact from St Martin’s Housing Association where he managed a supported housing project for mentally disordered people with convictions. He has extensive operational experience, particularly running services providing professional support to vulnerable adults in the community and in prison, as well as in the areas of homelessness, mental health, supported housing, training, volunteer management, prisons, ex-prisoners and care-experienced young people.

Luke took on the role of Head of Service Delivery and Development for London in December 2015 and is now Head of Service Delivery and Development for London and the South East.
