Ellen Green Deputy Chief Executive Expand Ellen is an experienced strategic manager with over 25 years' experience working within the voluntary and community sector, half of which is in criminal justice related charities. She has been employed as Pact’s Deputy Chief Executive of Pact since 2014 and acted as Managing Director of Pact's wholly owned subsidiary, Pact Futures CIC from its inception in 2015 until its merger back into Pact in 2022; having fulfilled its mission to diversify Pact Group’s income streams and commercial relationships. Ellen is a business development and contract management specialist, overseeing both our Business Development and Services teams. She has been instrumental in Pact's growth; cementing Pact’s role as the largest provider of our core work delivering Family Services across more than sixty public sector prisons as well as working in partnership to secure European Social Fund and Probation contracts with a range of prime contractors and more recently as part of prison health contracts. Prior to Pact Ellen was a Business Development and Partnership Manager at Sova, Partnership Manager at Serco, and Chief Executive for a local community-based charity in Worcestershire.
Tina Parker Director of Services Expand Tina has worked within the justice sector for nearly thirty years working for both third sector and statutory organisations. She initially worked for NACRO as a manager of a community programme scheme supporting long term unemployed offenders and developing job clubs within local prisons. For nearly ten years she was employed by the Hampshire Probation Service and held several senior management roles with responsibilities for offender employment and housing, partnerships and community payback delivery. Prior to joining Pact, Tina was a Business Development Manager for Skills for Justice, holding the strategic leads for workforce development in offender management, substance misuse and victims/survivors. In addition to her work within justice, Tina has also worked as an employment officer for Mencap and a researcher for the British Institute of Industrial Therapy. Tina is a Fellow of the Institute of Probation.
Joanne Mulcahy Assistant Director of Services Expand Joanne started her career as a teacher before seeking opportunities to work in a role that allowed more focussed work with families. She subsequently worked for seven years as a community development worker for a local authority, with particular emphasis on children’s play. This allowed her to develop services in local communities in conjunction with residents, working with families to identify and address gaps in play provision in communities, schools, clubs and children’s centres. Joanne also created, accredited and delivered numerous training courses in working with families, play theory, child protection and participation, amongst others. Joanne volunteered for two years with the bereavement charity Cruse, working on one to one play therapy sessions with bereaved children using skills gained whilst studying to be a Developmental & Therapeutic Play Specialist. Joanne began her role with Pact at HMP Swansea, setting up a successful family support service at the prison which included innovative new services and interventions. Following a bid to Big Lottery Fund Wales, she further developed the service to include a Wales-wide team working in Swansea, Cardiff and Usk/Prescoed. Joanne is committed to keeping service users at the heart of family support work and working in partnership with other organisations in order to achieve the best possible outcomes.
Stephanie Stevenson Director of HR and Workforce Development Expand Stephanie joined Pact in the summer of 2015 and is responsible for Human Resources and Workforce Development. Steph has seventeen years' experience of leading HR teams in the not-for-profit sector, including the youth charity Fairbridge, where she played a leadership role in the merger with The Prince’s Trust. Steph is a Trustee of Bermondsey Central Hall Methodist Church and has previously been a founding Trustee of the Arc Community Trustees children’s charity. Holding academic and occupational qualifications from the London School of Economics and the University of Westminster, Steph is a Chartered member of the Chartered Institute of Personnel and Development (CIPD), and a member of the Institution of Occupational Health and Safety (IOSH).
Mortimer Jackman Head of Commercial Finance Expand Mortimer joined Pact in July 2015 as the Head of Commercial Finance. His main focus is providing commercial, financial and bid support on commercial contracts. Prior to joining Pact, Mortimer spent 3 years as Head of Finance for Third Sector Consortia Management LLP (3SC), where he provided proactive commercial engagement across the entire life cycle of its UK-wide public services contract portfolio – both pre and post contract, focussing on providing insight that ensured all bids are commercially sound, and contracts are set-up and managed effectively from a financial perspective. Mortimer previously worked as Finance and Business Development Manager for the local infrastructure charity HAVCO and in a number of senior accounting and finance roles in commercial organisations in the UK and Barbados. He is a fellow of the Association of the Chartered Certified Accountants (ACCA) and holds an MBA from Warwick.
Jennie Spanton Head of Business Development Expand Jennie joined Pact as Business Development Manager in July 2016, before being promoted to Head of Business Development in April 2017. Working with the Deputy Chief Executive and the Business Development Team, her current role includes building on organisational growth through statutory funding routes and the development of strategic partnerships. Following an early career in the private sector, Jennie moved to a Further Education college where she discovered an interest in health inequalities for those in contact with the criminal justice system. She has now worked in the voluntary sector for 21 years, with experience of business development and service implementation of volunteer mentoring, drug and alcohol and accommodation services in custody and the community within Sova, WDP and St Mungo’s.
Lesley Ward Head of Service Delivery and Development, North, East and East Midlands Expand Lesley is the Head of Service Delivery for the North and East Midlands. She has worked with prisoners' families since 2005 and has worked in the voluntary sector for over 35 years. Her experience includes mobilisation of new contracts across the region, contract management, working in partnership with HMPPS and Community Rehabilitation Companies and project management. She has developed service delivery models for families and people with convictions for many years and worked with researchers and consultants to develop Gateway Communication Systems for prison delivery to support prisons to ensure that the role of families is integrated into decision making and development processes.
Oliver Kendall Head of Service Delivery and Development, London and South East Expand Oliver initially worked for Pact as Deputy Head of Services in the region. Following study in criminology and psychology, he began his career as a community mental health worker and developed a particular interest in supporting people in the criminal justice system. Before joining Pact, he was responsible for coordinating clinical and psychosocial provisions at The Forward Trust, working mainly at HMP Lewes in East Sussex. He is also a qualified therapist, which alongside a wealth of experience working in the sector, will prove invaluable as he takes the lead for the region's family services and our Routes 2 Change programme at HMP Brixton and HMP YOI Isis.
Nadia Emblin Head of Service Delivery and Development, Wales, Southern England and Cheshire Expand Nadia studied Psychology at university and completed by PGCE in adult education. She has previously taught psychology at an A level standard. In the past, Nadia has volunteered in a drug and alcohol service, supporting service users and their families, including those who have come out of custody. Nadia has worked for Pact since 2013 as a FEW, as part of the lottery funding project. and progressed to this role, so people involved in everything operationally. Since her start at Pact she has mobilised services like the Visiting Mum project, courts, probation, and family services and is about to start Restore in Aylesbury and the One Women Centre. In asking Nadia why she enjoyed working for pact she responded: “I love working for Pact- we give hope to families and those affected by imprisonment. What we do is service user responsive, we find solutions and find gaps to create provision to meet the needs of our service users. That’s what I am passionate and proud about. We value the people we create services for, and that is so important to me that we continue to be responsive.”
Emma Mortoo Head of Fundraising Expand Emma joined Pact in June 2020 as Head of Fundraising, an experienced manager with a rich and varied background in the voluntary sector. She started her career in a domestic violence charity in east London, developing services and raising funds. She also managed a charity supporting refugees and asylum seekers before moving to the School for Social Entrepreneurs as Director of the London School. Emma has also worked for AfriKids, an international development charity operating in Ghana. She joins Pact from School-Home Support where she jointly managed the Fundraising team and was responsible for developing and managing corporate partnerships. Emma is passionate about building relationships with supporters, working to ensure donors understand the impact of their support and a skilled partnerships manager. She is deeply committed to tackling inequality and social injustice.
