Meet our trustees
Jim McManus
Chair
Jim is the National Director of Health and Wellbeing at Public Health Wales and has previously held a number of senior posts in the health sector, including roles at Hertfordshire County Council and as President of the UK Association of Directors of Public Health.
Jim holds a range of academic and advisory roles and his expertise on public health, psychology, influencing and strategy, are sought at the highest levels. He is a Fellow of the International Society of Science in the University of Glasgow and has been a Visiting Professor at the University of Hertfordshire’s School of Life Sciences since 2015.
Jim Horsted
Deputy Chair
Jim’s current non-exec portfolio includes: Non-Exec Chairman of Working Transitions, Non-Exec Director of Touchpoint Employee Benefits, Non-Exec Director of Pact Futures CIC, Trustee and Chair of Governors of Lady Zia Wernher School for profoundly disabled children, and Non-Exec Chair of the local Pastoral Parish Finance Committee.
Jim's previous roles have included HR Manager at Nationwide Building Society, Chief Examiner for the CIB, and Governor and Chair at Sacred Heart Primary School.
Jim has published numerous books and articles on a range of subjects including outplacement, career transition, change management, law, and finance.
Steve Bradford
Trustee
Steve retired from HMPPS in May 2022, having served for nearly 37 years. He originally joined the Prison Service as an officer at HMP Birmingham and worked his way through the ranks to become Governor. Over nine years, Steve governed three establishments, including HMP Wormwood Scrubs and HMP The Mount.
In 2018, Steve was promoted to the Senior Civil Service as lead for the Women’s Prison Estate. He was responsible for overseeing 12 prisons, 4,000 prisoners and 2,500 members of staff. The role also included regular collaboration with ministers in the Ministry of Justice.
Before joining the Prison Service, Steve served in the British Army for six years, working in communications in the Royal Corps of Signals.
Helen Clayton-Hoar

Helen Clayton-Hoar is a former Prison Governor who retired from HMPPS in October 2023. In her early career she was a civil servant involved in policy work. Her experience included project managing the roll out of in-cell television as a recommendation from The Woolf Report (Custody, Care and Justice). She also formed part of the Incentives and Earned Privileges Project Team and ended her period in Prison Headquarters as a member of the Director General's Secretariat, supporting work with Ministers.
She came to realise that she wanted to continue her career in front line delivery and trained, through a fast track development programme, to become a Prison Governor, acting as Deputy Governor at HMYOI Aylesbury and HMP Bullingdon before Governing HMP Bedford and then HMP Foston Hall.
Sinéad Dervin

Sinéad Dervin is Director of Transformation at NHS England, where she leads large-scale programmes designed to improve healthcare services and outcomes for patients across London.
With almost 30 years' experience spanning social care, mental health, criminal justice and the NHS, Sinéad has held senior leadership roles focused on transforming services for people facing multiple disadvantages. She began her career as a social worker and Approved Mental Health Professional and is also a serving Magistrate in North London.
Recognised for her expertise in health and justice, partnership working, strategic transformation and system leadership, Sinéad has a strong track record of bringing together organisations across health, local government, policing, probation, charities and community organisations. Passionate about tackling inequality and improving outcomes for people in need, she is committed to compassionate approaches that recognise the whole person and create the conditions for lasting change.
Alastair Gordon
Trustee
Alastair is a qualified accountant having worked for Arthur Andersen for 12 years. He then spent 10 years in various senior financial roles with Berisford International plc, a London listed conglomerate. This was followed by a further 10 years with SDL plc as CFO of this technology based translation business. He managed the Initial Public Offering in 1999 and a number of strategic acquisitions before stepping down in 2008. He subsequently held a number of non-executive directorships including Chairman of Plus500 plc, floated in 2013.
As part of his involvement with SDL, Alastair helped establish the SDL Foundation to support small structural and sustainable charities, and Alastair chaired the Trustees board through 2017.
Patrick Gillespie

Patrick recently retired as Service Director for Health and Justice Services at Central & North West London NHS Foundation Trust, concluding a distinguished career spanning more than 47 years in nursing and senior healthcare leadership.
Patrick previously served as a Mental Health Inspector at the Care Quality Commission, Hospital Director and Registered Manager at Cambian Churchill, and Service Director of the Psychosis Clinical Academic Group at South London & Maudsley NHS Foundation Trust.
Patrick achieved his MSc in Para Clinical Sciences at the University of Kent in 1999 and holds a Diploma in Management Studies (Health). His professional interests include collaborative practice, the development of evidence-based standards to drive change and improve clinical effectiveness, and the promotion of the social care agenda.
Patrick was awarded the Queens Nurse in 2023 in recognition of his commitment to high standards of patient and continually improving practice care.
Paula Harriott
Trustee
Paula is Head of Prisoner Engagement at Prison Reform Trust. She was previously Head of Involvement at Revolving Doors Agency 2015-2017, where she provided consultancy to two Big Lottery programmes on service user involvement, as well as supporting the active involvement of the Lived Experience Team in the national Liaison and Diversion service. As Head of Programmes at User Voice 2010-2015 she led the development of service user involvement in prison and probation, as well as forensic mental health services.
Her passion for working with excluded members of the community stems from personal experiences as a prisoner 2004-2012. Her personal experiences and associated research sharpened her commitment to raising awareness of the issues faced by prisoners and former prisoners.
Tom Leman

Tom qualified as a lawyer in 1994 and since then has been working with founders, investors, directors and corporates in connection with mergers and acquisitions, fundraising and corporate governance.Tom has had an interest in the criminal justice sector ever since studying criminology and penology as part of his law degree. Tom believes in positive change and leads his firm’s cultural change program, sits on his firm’s Community Investment Steering Group and coaches and mentors colleagues to be the best they can be
Marianna Masters

Marianna Masters is a governance and public policy leader with more than 25 years’ experience across the corporate sector, local government, the NHS and the voluntary sector. Her career includes senior roles at Bloomberg and Thomson Reuters, where she worked with global leadership teams on strategic growth, client engagement and stakeholder relationships. She later served for eight years as a councillor in the London Borough of Lambeth, leading work on safeguarding, health equity, child poverty, and support for asylum seekers and refugees. Marianna has also held NHS governance roles as a Public Governor at Guy’s and St Thomas’ NHS Foundation Trust and as a Local Authority-appointed Governor at King’s College Hospital NHS Foundation Trust, providing oversight of quality, safety and performance. She brings significant experience of leadership, governance and working within complex systems, alongside a commitment to improving outcomes for people facing disadvantage. |
Cleo Metcalf

Cleo Metcalf is the Business Development Manager for an Independent Youth Charity that delivers specialist programmes and general youth service provision to disadvantaged young people, many of whom are at risk of engaging in criminal activity.
Cleo has spent the last 21 years working in the voluntary and community sector in senior leadership roles. Cleo first engaged with Pact to seek advice for a relative in prison. This soon resulted in her spending a year as a Pact ambassador before successfully applying to take up a role as Pact Trustee.
Carolyn Robertson
Trustee
Carolyn qualified as a lawyer in 1986 and has spent much of her career advising directors and senior stakeholders on risk, compliance, financial and commercial issues. She currently works in house at Barclays Bank plc and is an active mentor both inside the bank for colleagues and interns and also for external organisations assisting disadvantaged young people, helping them to achieve their full potential. She participates in various volunteering activities including Lifeskills for school children and giving presentation and interview skills training for young people about to embark on their working life.
Kuljit Sandhu
Trustee
Kuljit is CEO of RISE Mutual CIC, a public service mutual created to deliver probation services. Kuljit has a Masters in Criminology and Social Work and several strategic leadership qualifications, as well as over 25 years' experience in management roles in probation and prison settings. She started as a probation officer in 1996 and has held leadership positions in the probation service since 2004, including almost ten years as Assistant Chief Officer of the London Probation Trust.
Kuljit is deeply committed to social justice, equity, and empowering individuals to reach their full potential. In 2009-2013, she led nationally on equality and diversity, domestic abuse and mentoring as a board member of the Chief Probation Association, and she has volunteered on the Sikh Helpline for over two years. This, combined with her professional experience, has given Kuljit valuable insights into the needs and aspirations of the people whom Pact supports, and cemented her beliefs in the transformative power of education, therapeutic interventions and mentorship.
