Pact has an excellent reputation in the criminal justice sector, and we are renowned for reliability, flexibility and delivering targets, including Payment by Results.

We are perhaps most well known for our work supporting family bonds and positive relationships. But our work extends far beyond this, incorporating services to promote health and wellbeing, emotional resilience and inclusion. Pact also acts as a system integrator supporting continuity of care in the justice system.

Our professional approach to tendering, contract negotiation and management makes us the delivery partner of choice for many commissioners and prime providers.

Our services are led by regional Heads of Service Delivery and Development - experienced contract managers who understand the need to build strong working relationships with our commissioners to achieve outcomes successfully.

Pact currently delivers 16 contracts across six probation regions and works in 67 prisons across a range of contracted provisions.

Pact will remain to me the standard I look for in commissioned services in the future.

Our track record

Pact has experience in large-scale complex service mobilisation for both the 2017 and 2022 HMPPS Family and Significant Others Services (FaSOS) contracts.

In 2022, we mobilised services in 21 new prisons, developing relationships with new contract managers and delivery teams while reorganising contracts in our existing 41 prisons to meet the new contractual requirements. With six weeks’ notice from the contract award, we TUPE transferred 60 permanent staff and 30 casual workers from five providers. We also recruited over 50 new staff members over the following three months. We ensured Environmental Health registration was in place with an additional ten sites in time for the service to go live.

During 2021, we recruited 37 delivery staff members across our new probation contracts and eight staff across our CFO Activity Hub contracts. We liaised with prime contractors to ensure staff were vetted and trained in line with contract requirements and that more than 60 community locations were adequately risk assessed.
